A tenant at this URL already exists in SSO

I'm using the vCenter server for SSO (LAB environment) and when I removed a tenant I cannot re-add them. I get the error "A tenant at this URL already exists in SSO."

When I enumerate the services loaded in SSO I don't see anything relating to vCAC or the tenant. Is there another way to manually remove them from SSO?

Can you refresh vCAC's SSO authentication if it is not going to disrupt your existing setup?
