vcenter 6.7 root cli- esxcli : commands not found (a any other vmware command)

Hello,

I have a problem, after login to vcenter via SSH, I type set.shell --enable, then type "shell" and get root access.
But it looks like i have no acces to vmware or vcenter services.

There is no any vmware command available
I have ho access to mounted datastore.

esxcli - command con foud and can not found anywhre like /usr/sbin

root@vcenter1 [ /usr/sbin ]# find / -name esxcli - no result

root@vcenter1 [ /usr/sbin ]# vmware -l
bash: vmware: command not found

which esxcli
which: no esxcli in (/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/usr/java/jre-vmware/bin:/opt/vmware/bin:/opt/vmware/bin)

login as: root

what could have happened that I cannot manage vcenter via the CLI console ?

mass change of email addresses

hello.

I was wondering if anybody had a script or any idea to mass edit the e-mail recipients under "Configuration" for 'Send a notification email' under Alarm->Actions in vCenter.

I would ideally like it to over-write the entire list of values but if there is one available that will simply append new recipients to all alarms, I could deal with that as well

Vcenter (appliance, not Windows), version 6.7
