Looks like there might be problem with N-S connectivity of Tier0 of Cluster B, you can try following

Please check in firewall ICMP traffic is allowed or temporarily disable all firewall rules

Ping from VM to default gateway of segment in cluster B ideally this should work, if not
it is recommended to validate required vlans are allowed in switch UCS port channel etc.

Next ping from NSX Edge tier0 to HA VIP and switch IP
Based on results you can further narrow down issue

NSX is vendor independent, switches which supports 1600 MTU or above works without issues.

We have used nexus 9k deployment and it works pretty good, Other DC Switches Dell , Arista, Aruba CX where vendor provides integration guide will work as well, as they would have done interop testing

Found way to create, This was successfully done by creating locale-services for tier-0 using API and later add VIP IP and other required fields

PATCH /policy/api/v1/infra/tier-0s/<tier-0-id>/locale-services/<locale-service-id>/interfaces/<interface-id>
