Check the status of the WCP service by SSH onto your vCenter and running service-control --status wcp if it's not started use service-control --start wcp

There's also this Dell support KB Dell EMC VxRail: ESXi host fails to enter or exit maintenance mode with the Error message: Failed to enter name Namespaces Maintenance mode | Dell UK

Which version of vCenter are you running as people have also resolved this issue by upgrading to a later version?

As @t0mzukowski says this is the default behaviour for HCX and this is clear in the documentation.

Please can you explain if your scenario is different or clarify what your concerns are?

Let's try to fix the OS version thing first.

The vCenter appliance should be configured as Guest OS Linux and type Other 3.x or later Linux (64-bit)

You can only change this when a VM is turned off, so you will have to do this via the ESXi GUI.

Under your licences it's not showing a vCenter license key.

If you have a vCenter license go to the assets tab, ensure your vCenter is selected and click on assign license

this then pops up a new window

choose existing or new license as appropriate

In my experience this is more related to the overcommit ratio, what is the underlying CPU logical core count? Is there anything else running on the host?

I've had many issues with proxy settings and vCenter in the past and wouldn't recommend setting both http and https proxies, keep it simple and choose one but not both.
