Cross-vCenter move error same sso domain

Hi,

I'm following the guidance on powercli pdf (page 49) and the powercli blog

i get this error

Move-VM Permission to perform this operation was denied. Required privilege 'Host.Config.Network' on managed object with id 'HostSystem-host-37842
'

i have permission to do this via the web console, I use 6.7 u2

powercli 11.5

any idea why it would require that permission in powercli but in web console it succeeds seamlessly
