Has anyone attempted this?
It can be done, but the ESX Hosts will think they are being managed by the physical cluster node and not the virtual cluster node in which VC would run..
With DRS and HA etc its not really neccessary, make it a VM and buy into the benifits of these technology..

U mean dont have a physical server at all and make both nodes of the cluster as vm? Or dont have a cluster just one server?
Setting VC up in a cluster can be done, but its not great and at failover you get issues due to the way the ESX Host see's the physical Cluster node as opposed to the virtual..
Basically at the moment and IMHO a (MSCS) clustered solution for VC is over complicating things..
Build your VC and License Server on the same Virtual Machine and use HA and DRS..
Much simplier solution..

Dont I need to have the license server up and running first before bringing the ESX server online?

Yes but there are ways around that by using host based licenses so you can start the VM's and then switch to server based once VC is up and running
It works, that is how I do it.
As stated by Steve and Tom, you could start with Host Baqsed Licensing, that will work then move over to Central Licensing..
IMHO once ive got the licensing working i dont like messing with it.. Although its much better now..
With the fact that Converter is freely available, id set it up on a Physical then Convert it into a VM.. Did it a couple of times last week went very well..
