To be honest i am quite sure that there is not way of doing this out-of-the-box. Event the event is there for reconfiguring, deleting or creating and alarm, there is no way of sending notifications for such events. But there is a cool VMware Fling that can be used to audit all the vCenter events listed here: https://www.virten.net/vmware/vcenter-events/
This VMware Fling is called VMware Event Broker Appliance and you can download it from here: VMware Event Broker Appliance | VMware Flings and see their page here: https://vmweventbroker.io/
