Admin roles/permissions between FlexAdmin and new Admin

I'm currently running Horizon 7.12.  We've had our helpdesk setup with the built in role of "Help Desk Administrators" since version 7.2 or so.  I have a new Helpdesk user that complained they could not do anything.  When looking into the issue I found that if someone with this role signs into FlexAdmin, they have the permissions as defined in the Role.  If however they sign into the new admin portal they get logged in but the left side shows all 0's.  0 sessions, 0 events - it's all blank and you can't click on anything, nothing is a html link.

Is there some other permissions/role that I need to adjust?  Seems this is a setting that should be the same in both interfaces.
