i try to create Ubuntu 20.04 Template, but i can't get network running.
I tried all VMware KB's and followed this Blog post here:

What build of vCenter is in use here?
From the logging you posted, I don't think the blog post you referenced is the issue you are facing.
Looks like you are hitting the below issue due to default Ubuntu customisation being applied and /sbin/ifconfig doesn't work in this release, workaround if vCenter update to 6.7 U3g is not possible is posted here:

What ethernet adapter are you using? VXNET3? E1000?
Do you have VMware tools installed?

VXNET3 and open-vm-tools are installed on the vm.

Why don't you try with E1000e, might work.
I created a new template using E1000 network adapter.
When i try to create a VM from the template in Cloud Director, i get this error:
Primary network interface index does not match a network interface in vm named
It doesn't matter if i choose e1000 or vmxnet3, this message appears always.

When you deploy the templates what is the virtual wire / portgroup you connect the virtual machines?
Do you have any way to check if that portgroup name is unique and not replicated?
Can you try changing the portgroup you deploy VMs to?
