The Boot Camp volume is not prepared to run as a virtual machine.

I am trying to Create a Boot Camp vm but am getting the following error.

The Boot Camp volume is not prepared to run as a virtual machine. It appears that Windows did not shut down cleanly the last time it was used.

To shut down Windows cleanly, go to System Preferences > Startup Disk and set Windows as the startup operating system. Restart your system. Once in Windows, use the Startup Disk pane in the Control Panel to select Mac OS X as the startup system, then click the Restart button to return to OS X.

I have booted back in to my windows partition and shut everything down correctly, but I still get the same error.

I'm running VMware Fusion 11.5.5 with OS Catalina. Below is a copy of ~/Library/Logs/VMware Fusion/vmware-vmfusion.log

2. Launch command prompt and type command:

shutdown /s /f /t 0

3. Wait for the OS to shutdown.

4. Boot to macOS

5. Launch Fusion and Create a BootCamp VM.

Check if the issue "Windows did not shut down cleanly the last time it was used." could be resolved. Thanks.

I've followed the instructions here and it doesn't work for me. I'm on an iMac, late 2012, running Catalina 10.15.7, Fusion 12. I got so frustrated with it that I deleted my bootcamp partition and recreated it using the Boot Camp software with a clean install of the latest .iso of Windows 10 Pro x64 from Microsoft. I get the same error with csrutil enabled or disabled. There are no log files: all I get is the box of death. 

Windows boots and shuts down normally. No errors are reported. 

Please help if you can.
