I have a MacBook Pro running Mojave. I have another MacBook Pro running Catalina. I want to trade in the machine running Mojave and keep the OS and files and a couple of applications. in a virtual machine running on the machine with Catalina.
What is the process for making a virtual machine from an existing Mojave installation?

There's no official process, but this one will work. Keep in mind that there is no 3d acceleration in an OSX guest, so software that relies on it won't work properly.
1) make a clone of the machine to an external drive using carbon copy cloner, or alternatively have a current time machine backup. I much prefer a clone to TM FWIW.
2) Create a new OSX Mojave virtual machine - do not use the easy install option.
3) During the initial OS install, when prompted to migrate your data, plug in the external USB clone/time machine drive, and connect it to the guest when prompted.
4) then choose 'migrate from another mac/time machine as appropriate'
5) When the migration is done, you're good to go.
If you're prompted to create a username or password when building the VM, you've gone too far, and need to start over - migrating after creating a user can cause strange permission issues.

How do I create a Mojave virtual machine, I don't have a Mojave install disk.
The host is running Catalina.
You'll have to download the Mojave installer from the mac app store and use that to create one.
So, given that I am often wrong...
None of these answers work.
I installed Fusion 11.5.3.
There was no easy install option.
I selected the Mac OS 10.14
Fusion created the virtual machine, but no OS was installed.
I checked the app store, no Mojave os installer was available.
I tried migrating the disk image I made of my Mojave system, by connecting it to the thunderbolt port.
BUT, migration can only be done via ethernet!!!.

The clone (and it needs to be a full clone or a time machine drive), should be on a USB drive. Migration happens during the initial OS install by choosing 'migrate from another mac' after you've plugged in the drive. Target disk mode does not work.
