There's a difference between whether you can take the exam, and whether it has any meaning towards being a VCP or not.
What I mean is, anyone can attempt the exam - even my mum. But it only has any meaning if you also complete the other requirements for VCP - which for a newbie DOES include training.
So if my mum passed the exam, but that's all she did, she wouldn't be a VCP.

You can complete them in any order, but yes those are the steps at the moment - I expect the release of vSphere 7 will mean updates to the various elements over the coming weeks.
