USBArbRuleStore: Unable to open rules file usbarb.rules': Insufficient permission to access the file

VMWare USB Arbitration Service won't be started with message that the Windows cannot find the file.

I opened usbarb log and find the line "USBArbRuleStore: Unable to open rules file 'C:\ProgramData\VMware\VMware USB Arbitration Service\usbarb.rules': Insufficient permission to access the file"

Does anyone know how to fix it??

Have you check what permission on that file? If not please check it.

SYSTEM have all permissions and Administrators have R+X permissions.

I tried to add all permissions to Administrators and start usbarb again, then file permissions resetted to R+X.

It seems this file is generated with this permission status on every usbarb startup.

I tried "vnetlib64.exe -- install hcmon" and the log seems Okay but "net start hcmon" still not working with error 2185 - wrong service name.

If i ran the installer with repair mode, it failed with the log "ERROR: Failed to install hcmon".

I can't find the working solution so I'll just format the host PC and try again..
