Not required to shutdown or restart the vCenter for cloning. If you want to take clone powered on (Live)  or Off.  If you want to restart original vCenter after clone the effect is to restart all services. Also, during cloning if restart the vCenter cloning will be faild.

In my opinion, cloning task will fail.

Cloning will snapshoting and locking/blocking the source VM and shutting down vCenter during the process will not release all those stuff.

I thought the failure should not be happened, however when I test it in my lab, restart the vCenter server until the vm cloning process between two different hosts, I saw 3 Events in the Monitor tab of destiniation host:

  1. Assigned new BIOS UUID.
  2. Assign a new instance UUID.
  3. Removed [VM-name]

and then I checked the destination datastore, nothing is in there and no new VM is registered. the VM cloning operation has been failed and you can see it in the tasks tab of the VM.
