Moderator: Moved to Update Manager
In the version Vmware 6.5 html5 it had not yet been 100% completed. If you want to be tranqullo you must also update to version 6.7
The thing is we have another vCentre on 6.5 that has update manager in the html5 gui so feel it must be a setting somewhere?
Please check whether you are able to download the plugin with the below url.

If yes then can you paste the output of the below command by logging into the vCenter putty.
ls -lrth /etc/vmware/vsphere-ui/cm-service-packages/com.vmware.cis.vsphereclient.plugin

Have you tried to restart the vSphere Web Client. Sometimes after update it will not appear until you restart.
vSphere web client has been restarted as has the VCSA
Do you see any error on the virgo.log (vSphere Web Client)
The plugin for HTML is missing. Create a ticket with VMware support they will help you in doing the same.
