Failed to locate VIC Appliance. Please check the vCenter Server provided and try again

I tried deploying the OVA VIC appliance to a management vCenter and cluster and then on the Complete VIC appliance installation, attempted to register with another vCenter.

I'm guessing by the error:

Failed to locate VIC Appliance. Please check the vCenter Server provided and try again this does not work. 

I also got error:

Failed to register with PSC. Please check the PSC settings provided and try again

Can someone please confirm that I must use the same vCenter for both the appliance and the VIC Host/Endpoint deployment?

Yes, the vCenter to which you deploy the appliance will be the one that gets registered as a solution. To connect to another vCenter, VIC has to be deployed there.

Was this stated in the documentation?  I tried looking for this specific issue because it is our practice to use the management cluster as much as possible for VMware management like things.
