VMware Fusion 11.5.1 cannot install VMware Tools on El Capitan

I have an El Capitan VM running on a Mojave host.  Before upgrading to Fusion 11.5.1, I had no issues with the VMware Tools install. 

Since upgrading, I've been getting :-

1. Expired certificate when running the upgrader (See Re: Certificates expired on VMware Tools for multiple Mac OS')

2. After uninstalling the 'old' VMWare tools and reinstalling, I get an error 'VMware Tools can't be installed on this disk. The version of OS X is too new.'

I had a similar issue with a macOS 10.13 virtual machine. After contacting technical support, I was able to install the tools. I had to perform the following steps:

  1. Shut down the virtual machine.
  2. In Fusion choose Virtual Machine > Settings.
  3. Click the General button in the settings window.
  4. Click on the text field next to OS. There is an invisible menu that you can see when you click on the text.
  5. Choose Apple OS X > the macOS version of your virtual machine. In your case it would be OS X 10.11.
  6. Close the settings window.
  7. Start the virtual machine.
  8. Install the VMWare Tools.

My problem was that updating to Fusion 11.5.1 set the OS for my macOS 10.13 VM to 10.6 Server. This caused the "The version of OS X is too new" error.
