hi..
i have 2 windows server machines that max out on their CPUs to 100% (only 2 cores), and are receiving large amount of tcp (one stream), however, one server (2008) has no issues, while the other (windows 2012) gets congested with tcp window zero ,almost in the start.
the sending machine is actually a linux one.
i have LRO , and RSS enabled on the receiving machine.
can it be that windows 2012 relies more on CPU processing for networking?
