Problems creating MacOS 10.14 Mojave Guest VM in VmWare Fusion 11.5 on MacOS 10.15 Catalina

I am running VmWare Fusion 11.5 on MacOS 10.15 Catalina.  I am attempting to create a guest VM with MacOS 10.14 Mojave. 

I downloaded the Mojave installer from the Apple Store and created an ISO. 

I create a new Guest VM selecting macOS 10.14.  It starts to load showing the Apple symbol and a progress bar (see image 1 below).  After some time I get a circle with a slash symbol (see image 2 below).  According to Apple Support the circle-slash is "prohibitory" and indicates the hardware will not run this version of the OS. 

Does anyone know this problem and/or have a workaround?

Don't create an ISO - just drag the DMG directly into the new VM wizard window.

I finally came back to this.  I simply dragged the "Install macOS Mojave" application into the VmWare Fusion installer, as described in the documentation, and it worked fine this time.  No need for DMGs or ISOs.
