Wouldn't the host determine the performance regardless of the setting in the OS?
Yup! The power plan settings in Windows essentially just vary the amount of CPU that's being used during periods of low use, but the hypervisor is still the ultimate decision maker for how many resources are given to a VM at a time. Basically, the Windows Power Plan settings mean next to nothing when running on VMs.
