Of course, I can also use other workarounds like cloning the VM first, then changing the hardware compatibility so I can upload it without going through the conversion step.
Still, this looks like a bug to me that VMware should fix.

Not sure its a bug, but hopefully a vmware employee see's it to confirm, but accounding the the new vm wizard 6.7 update 3 isn't listed, which is why its complaining.
If you look at the limitations in 15.x vs the update 2 you can see there are graphic settings in the 15.x settings that aren't available in the esxi 6.7 update 2 settings. Even 6.7 update 3 calls the hardware version "6.7 update 2 or later" which means for it to work you probably need to have the workstation hardware set at 6.7 update 2. This is only my interpreting what I've seen, and I think the prior suggestion of vmware converter is really the only option
Certainly there are some solutions.
I would prefer to use Vcenter converter because it could fix other small incompatibilities.
It is not a bug, it is simply not supported directly.
