Is there a way to limit the number of vCPUs?

Hello, I would like to limit the number of vCPUs available in a particular business group. (NOT MHz)

Is this only enabled in vRO?

A vCPU is nothing more than a placeholder for frequency, which is determined by the underlying chips in use. If you want to set a quota for that compute resource, specifying it in frequency is what you'll have to do because a vCPU is otherwise meaningless.
