ESXi 6.7 - Identical USB 3.0 PCI-E Cards... One Passes through, the other doesn't.

I'm new to this ESXi lark.

I have successfully managed to pass through some PCI-E devices. I have 2x uPD720201 USB 3.0 Expansion cards, though only one is passing through. The other reamins with status "Enabled/Needs Reboot" and no matter how many times I disable/re-enable/reboot the host. It wont become Active. Any help with this is of course greatly appreciated:

Okay thanks,

But I dont have issues setting up pass-through, just the once card that is identical to one that is passing through succesfully.

i'm aware i'm responding to a 2 year old post, but since i stumbled upon the very exact same issue yesterday (2x renesas usb 3.0 cards, one passing through, the other not), here's what fixed it for me: i moved the card that doesnt work one slot down on the motherboard. now everything is fine.

might be some strange IOMMU grouping issue or something.
