Are the client and server on the same subnet or going via a firewall that could be blocking port 22?
Can you reach other hosts on port 22 on the same subnet?
Is it possible to reboot the host?
Firewall configurations are fine in the vcenter.
Please select the ESXi host which you want to enable the ssh service and start it.
select host -> configure -> services -> right hand pane -> ssh -> start
you might miss starting the service

Did you try by root
connect direct by root and try restart service
No, it's not possible to reboot the host at this time. I"m trying to resolve an error that includes a boot LUN error. I have sucessfully cleared the error on the 3 hosts via SSH.
Firewall is disabled , all other hosts I am able SSH into via port 22.
I found out that Cisco UCS Manager and the KMV portion was setup. I got on the ESXi console , went to troubleshooting, Enable ESXi Shell and SSH, restarted the management services.
Tried putty and it now works.
