This depends on the VMware iso if that is what you are referring to, this list them for different releases but they are also listed in the individual release notes for that ESXi build:

Generally not latest.
"Which drivers are installed in the custom image ?"
Check the release notes that come with it provided by the vendor supplying the iso.
