You have the right information from the FAQs and you should be able to deploy Skyline if you have production support agreement.

We received all the necessary information through personal messaging. We thank you for specifically mentioning that the support contract was obtained from your OEM .
We currently do not offer Skyline for ASP (Authorized Service Providers) contract.
We are currently working towards adding ASP users to Skyline umbrella and we will have a post on communities as soon as we do.
Thank you for the answer. I hope the limitation will be lifted soon as I really think that Skyline is a very important improvement in vCenter and ESXi support
