AFAIK, the only way to license vCD is through the VCPP program.

I saw a video on youtube which showed vSphere Ent plus + vCloud Realize suite = vCloud suite license. Hence asked.
Also we will needing be using this license for our internal lab team purpose. Not going to use it as service providers.
As already said, vCD 9.x licenses are only available through VCPP.

A. vCloud Director licenses are fulfilled through the VMware Cloud Provider Program, with a specific number of licenses available at each contract level. Once enrolled in the program, the product can be downloaded from myVMware.
And it doesn't matter which use case you have. Whether internally or as a service provider, you receive vCD licenses only via a VCPP contract. License usage metering is then covered by the vCloud Usage Meter (a seperate appliance).
However, if you only want to provide a self-service portal for vm workloads to internal dev teams, vRealize Automation might be a better option for you.

As others stated, vCloud Director is not part of any vCloud suite model.
vCD is a restricted product. If you have a specific use case that requires vCD, please work with your VMware account team to see what options are available.
Then we have no choice. Will have to go for VCPP for vCloud director license.

But please note that this will change your entire licensing. You will have to pay monthly for the consumed resources and need an appliance (vCloud Usage Meter) to measure the consumption.
I would strongly recommend that you talk to a license distributor and your VMware Sales Rep about this in advance.
The only way to purchase vCloud Director (or to give it it's correct name - vCloud Director for Service Providers) is to become a member of the VCPP program. vCloud Suite includes vRealise Automation, which is NOT vCloud Director.
