docker fails to start on Windows 10 because of moby tsc calibration error

Hi,

I am not able to get Docker for Windows running within my Windows 10 VM. In my previous setup everything was fine, after setting nested virtualization option in VMWare. I migrated to a new MacBook 2018 with Coffee Lake CPU with Turbo Boost functionality, and I'm assuming this might be related as the hardware is the only thing that changed in my setup.

I have set up a Windows 10 on a separate Bootcamp partition. When booting natively, Docker starts. When running same installation within Bootcamp VM it fails (seems to hang during tsc calibration). So I'm assuming there might be an issue in VMWare Fusion handling the new CPU.

VMWare Fusion 11.0.2, Docker 2.0.0.2

Anybody any idea?
