Cannot shutdown or restart VM

We have an old application that someone needs access to and I remember that it was set up in a VM on our ESXi box but when I went to RDP into the VM, it wouldn't connect. I fired up vSphere and opened the console tab and it looks like the Win 7 VM is completely locked up. I tried restarting it or shutting it down from vSphere but I get the error below. Also tried using PowerShell from a domain controller to restart it but it just hangs. What can I do here?

NM. Got it via SSH "vim-cmd vmsvc/power.off VMID"

Could you attach the vmkernel.log and vmkwarning.log from the ESXi who hosts the VM?
