VMs in vAPP prompt for root password

In vCenter 6.5 I created a vAPP with no resource management.  In that vAPP I added my vRA stack which consists of three vRA appliances, SQL, 2 each of DEM, agent, and ISA for a total of 10 servers in the stack.  Outside the vAPP start up is as expected.  Inside the vAPP two of the three appliances fail to start with the error Property 'Initial root password' must be configured for the VM to power on.  ​Where do I configure this?

It's looking for the vApp properties on the café appliance (which it sets when you deploy the OVA for the first time). Did you remove these somehow?

Nothing has been removed to my knowledge.

The issue was vAPP Options were enabled on two of the three appliances.  On one appliance the IP configuration was incorrect.  This was all the information that is requested at initial deployment of the appliance.  My solution was to disable vAPP Options on the remaining two appliances.  That enabled to VMs to boot successfully.
