At least I know of one bug that will be fixed with hot patch 2 because we were affected by it and opened an SR because of it.
If you have multiple clusters, some with vSAN enabled and some without vSAN, and if vSAN is disabled on the first cluster, this status will be cached and vCloud Usage Meter will not check the vSAN status on any other clusters. Thus, the vSAN usage data collection is broken and no vSAN usage is collected anymore.
I also took a quick look at the RPM file. Apparently changes were made to the SRM module and there were changes to the vCloud usage meter database and data structure. Furthermore vami will be disabled because it is not used and seems to have security issues (according to a comment in the patch script).
But I can't tell you anything more.
Usage Meter 3.6.1 HP2 was available for preview, formal launch is planned within 2 weeks. Release note will be available with the launch.
