Network disconnection issue in VM

I have three VM's in my VC 6.5 with OS : Windows 2016. From last week the VM's get automatically out of network and when I enable and disable the NIC from server they're again on network.

After checking its found that the same static IP which is assigned to this VM is found on some other VM while the server is powered ON , and , after NIC reset from server ,it comes back to previous one. I applied a new NIC and new MAC to server but still the they get out of network eventually.

Do you  use vmxnet3 adapters?

Yes...we use VMXNET3

if you are sure that your ip is not duplicate in network

and type of your network is vmxnet3 be sure the vmware tools is update

we're using static IP with VMXNet3 adapter.

VMtool is upto date with latest hardware compatibility.

how much nics have the portgroup?

there are two NIC in server : one for prod and one for backup.

both NIC's have VLAN ID tagged with them
