Yes, you can always create a VMFS datastore out of your ISCSI/FC storage and present them to the vSAN cluster hosts too. HA for VM restart configuration may be a tricky here.
If this is going to be Software iSCSI; make sure the vmnics are dedicated for IBM Storage.
