I have reinstalled multiple times, I followed the instructions multiple times. But I cannot get it to launch properly.

Haven't seen this issue myself, but try the following:
First remove Fusion completely, drag whatever it installed to the bin.
Then open a terminal and execute the following commands:
xattr -l ~/Downloads/VMware-Fusion-11.0.0-10120384.dmg
If you get output from that command that includes a line like:
com.apple.quarantine: 0083;5bb201c7;Safari;BA97FMORENUMBERSANDMUMBOJUMBO
then run the following to remove the quarantaine flags.
xattr -dr com.apple.quarantine ~/Downloads/VMware-Fusion-11.0.0-10120384.dmg
After that try to install again.

I had reinstalled Fusion 10 as I needed my VMs running, you were correct though!
Got:
com.apple.quarantine: 0081;5bb68714;Chrome;8D3563DD-28B0-4C39-AFE1-33C0A0B322E9
After I removed it per instructions with "xattr -dr com.apple.quarantine ~/Downloads/VMware-Fusion-11.0.0-10120384.dmg" all was good with instsall and after running gatekeeper finally asked me to allow which it never did.

Thank you for this wila; was stuck in the same endless loop of trying to get it to install correctly and stop prompting me that it won't run correctly, your post was the solution. I'm on Mojave 10.14.6; you'd think vmware would fix this, move their app to the app store, or at least provide proper guidance during the install...
