My question is, can I create a 16 - cores machine or is it just 8 threads?
Long before even addressing your question, it is most likely you will not even be able to install ESXi on that notebook. ESXi is not compatible with almost all notebooks out there.

Presumably since you are planning to use a laptop, you are also planning to use the free version of ESXi. AFAIK, the free version of ESXi limits the maximum of vCPU per VM at 8.
As @daphnissov already mentioned, it is likely installation on a laptop/notebook will fail. This is because most laptops are equipped with unsupported Gigabit Ethernet chips (usually Realtek). Unless you have a laptop that has Gigabit Ethernet that is in the HCL such as one from Intel or Broadcom, the installation will fail.
