First, don't double post like you've done here, which has nothing to do with vCenter. Second, the way you're asking for help is not appropriate: You've written one sentence, thrown a screenshot in there, and said nothing else. Third, and to attempt to help you, there is a problem with vRA contacting your IaaS web server to load the content. Check service status on your IaaS web box first. Since you've provided no details whatsoever about your environment, there's not much else we can say.
