If you are referring to the VMware Workstation user interface, menus, messages, etc, it looks like only Japanese and Simplified Chinese are supported (at least from what I see with version 12.5.9) For version 12.5.9 on a Windows 10 host, the folder C:\Program Files (x86)\VMware\VMware Workstation\messages contain two folders named "ja" (Japanese) and "zh_CN" (Simplified Chinese).
So if the VMware Workstation desktop shortcut is added with the parameter
--locale ja
or
--locale zh_CN
the VMware Workstation menus, messages will appear in the specified language accordingly. See example screenshot below. It looks like French language is NOT available.
If you are referring to the guest OS inside the VM using French user interface, then you have to refer to the respective OS for the French language support.
