when i upgraded my vCenter server from a windows 2008 server to a 6.5 appliance apparently the vCenter license key didn't migrate over with it and now it will not apply to the vCenter
Lots of material on this already including https://kb.vmware.com/s/article/2006974
What was the source version of vCenter?
version 5.5 was the source version
You need to go to your MyVMware portal and upgrade your keys from vSphere 5.x to 6.x. Then you'll be able to assign the vCenter 6.x license.
how do you upgrade the keys

when I upgrade my esxi hosts will have to do the same thing with that license?
License are usually offered for major versions, so if you upgrade from version 5.x to 6.x you'll need new license keys.

okay so that's a yes but they are covered by my license renewal
You still have to manually go in your MyVMware portal and upgrade the 5.x keys.
If you have subscription (or had subscription at the day when vSphere 6 was released) you should be able to upgrade the licenses for free in your MyVMware portal.

Yes I do I have a contract, which i recently renewed because it is due to expired in July. So I guess I will go upgrade my licenses and it looks like it is going to tell me what I am allowed to upgrade it to
