Cannot update, install, or un-install VMware tools for Windows after 10.1.2 update

Cannot find VMware Tools64.msi
folder is missing:

C:\Users\username\AppData\Local\Temp\{2200E27C-064E-4F0D-A6B3-4A757BE0CBDF}~setup\folder

The Temp does not exist in the windows guest OS

More details:
We run Install VMware tools from VMware Fusion
We open 😧 drive and run Setup63.exe
We have tried typical, custom, full options with same results

"The feature you are trying to use is on a network resource that is unavailable" dialogue box opens asking us to "browse" to the source.

Use source: C:\Users\username\AppData\Local\Temp\{2200E27C-064E-4F0D-A6B3-4A757BE0CBDF}~setup\
is the location that does not exist.

When we hit cancel in this dialogue the installer pops up this message:

"the older version of VMware Tools cannot be removed.  Contact your technical support group."

Then the installer states:
VMware Tools Setup Wizard ended prematurely.


A similar error message happens when we tried to uninstall VMware Tools from the Windows  Uninstall App utilities.

setup64 /c didn't solve the issue.

when I run the setup64 /c it seems to start a normal installation and also fails.

Any idea?
