vCenter Appliance stops Working Error 503

vCenter 6.5

After a power outage happened I lost access to my vCenter all ESXI hosts are up and running and I can browse to each host.

My vCenter appliance runs on one of my hosts.

After I start the VC I get this error 

503 Service Unavailable (Failed to connect to endpoint: [N7Vmacore4Http20NamedPipeServiceSpecE:0x0000009fe03a06e0] _serverNamespace = / action = Allow _pipeName =/var/run/vmware/vpxd-webserver-pipe)

Any one have any ideas?

My ESXI hosts all are up to date with updates

I restarted all the services 

after I ssh'd into the vCenter Appliance

service-control –start –all

Now working

should we enable all the services or only enable services related to issue and mentioned in kb?
