Use fallback identity provider

Im attempting to integrate our enterprise SSO into vRA. I set everything up and changed the default access policy to use my custom identity provider first with password as a fallback. When i hit the authentication page i get returned a bad request and would like to revert to using the default password provider. I cant for the life of me figure out how to revert to using the fallback method.

That URI still bounces me to the primary authentication method. I tried every variation of that URI and sometimes it bounces me and sometimes it says that i'm trying to access a tenant that does not exist.
