"Design" tab isn't there for tenant admin

I am starting my learning journey on vRA 7.3, the tenant administrator is unable to find the "Design" tab.

After you have the entitlement/permission log out and back in.  See this for reference:

It magically worked, I though that "custom groups" are only for end users or other engineers.
