Cortana Issues with StartMenu and SearchUI

I'm building a Master Image for Windows 10 build 1709.  I was wondering if anyone here has come across this issue.

Issue:  Start Menu has a few second delay before "popping up"...user clicks a few times before menu opens.  Very annoying.

Procmon.exe shows that SearchUI.exe is building databases/files for the User when the Start Menu is pressed.

I've traced it back to Cortana.  I've set the AllowCortana=0 registry key, and also disabled Cortana in the Local Policy and Group Policy.  I've aslo added it to the Default NTUser.dat.

My issue is that new profiles begin with Cortana search enabled, and require a re-login to actually disable Cortana and use regular search. 

This can be determined by the Magnifying Glass icon on the taskbar when Contana is fully disabled.

If you kill explorer.exe and restart explorer, you get the same effect and a re-logon...but that is sloppy.

I'd like to "Capture" whatever is set in the user profile that AllowCortana=0 adds using UEM... any ideas?
