Another options would be to either call ovftool directly, or check if it is possible to leverage vAPI plug-in do deploy OVFs stored in vsphere/vCenter Content Library.
Is the ovf plugin act as a same as OVF tool ?
or will this perform, Export of ovf file to a location and then import it ?
Not sure. It is a 3rd party plug-in, so you may want to contact the plug-in author directly for detailed information how it is implemented.
