If I understand your question correctly, in the case of a host failure you want your virtual machine to keep running and not to be restarted. This cannot be done with VMware High Availability. The only solution VMware offers to have no downtime of your virtual machine is VMware Fault Tolerance (FT). If you enable a virtual machine for FT a secondary copy of the vm is started on another host. This copy is kept in sync with the primary vm. If the host running the primary vm fails, the secondary vm takes over the role of the primary vm.
