VDP Exchange Client says user doesn't exist

So I have a conundrum, I'm attempting to set up the VDP Exchange Backup User and in the configuration tool it can't find any user or create a new user. when I try to use an existing user with all the correct credentials it just says

<user> existence - test FAILED!

<user> check mailbox - test PASSED!

it does this regardless of the user I try. I even tried logging in as the user that I want to use as the backup agent user which is a domain admin and it tells me that the user is not a domain admin and can't be found.

I am also running it as an administrator. I'm kinda at a loss as I see nothing on this kind of behavior. On the Exchange server I can open AD and browse. I made sure searching also works by searching for the users and they do come straight up in the AD MMC, below is whats found in the log file
