I found the below link from VMware documentation which lists what features are supported with USB pass through and what are not..
There is no mentioned of VMware HA in this..
Was just wondering what happens if the host which has the USB connected fails and VM is restarted on a different host by HA.
I know vMotion works as per the below link

Configuring USB Devices for vMotion
When you migrate a virtual machine with attached USB devices away from the host to which the devices are connected, the devices remain connected to the virtual machine. However, if you suspend or power off the virtual machine, the USB devices are disconnected and cannot reconnect when the virtual machine is resumed. The device connections can be restored only if you move the virtual machine back to the host to which the devices are attached.
So in the event that a VM is powered down and up on a different host, it won't have access to the USB passthrough device.
Your specific question is a little odd as many times with HA events the host they are running on has failed, in which case the USB device would obviously be inaccessible (attached to a failed host). If the host is crashed or dead, it certainly can't provide any support for attached devices.
