Prior to vSphere 6.x, all services offered by vCenter was handled by single vCenter component. With the release of vSphere 6.x, VMware divided vCenter in two, PSC and vCenter. following services are transferred to PSC :
VMware Appliance Management Service
VMware Authentication Framework
VMware Certificate Service
VMware Common Logging Service
VMware Component Manager
VMware Directory Service
VMware HTTP Reverse Proxy
VMware Identity Management Service
VMware License Service
VMware Security Token Service
VMware Service Control Agent
VMware Syslog Health Service
So SSO workflow and Certificate services are handled by PSC. You have two options while installing vCenter. Install vCenter with embedded PSC controller or install PSC as separate component. Here are few link you can go through to understand it better.
