Fusion is asking for an Operating System- I have Windows 10 downloaded but can't figure out if I'm supposed to run/install before proceeding??

This is the folder I get when I attempt to open the windows 10 download on my desktop: I have no idea how to proceed. Fusion will not "find windows for me and commence download" as my tech person said would happen.

PS I'm using a MacBook Air. I have Sierra on it

You don't need to open the Windows 10 download... you should have downloaded an ISO image of the installation disc.  When you create a new virtual machine in Fusion, point the CD-ROM drive to use an image file, and browse to that downloaded image.

So went through and dragged the iso where it directed me to...then I receive this error message after it tries "loading" for a few seconds. Already entered product key, etc.
