We upgraded our vCenter 6.0 VCSA to vCenter 6.5 Update 1 VCSA. In the web client, we right click a powered off VM and try to Export to OVF we get this message
If we try via the HTML5 client we get this error:

VMware published KB article OVF deployment fails after upgrading to vCenter Server Appliance 6.5 U1 (2151085) | VMware KB . Maybe this solves the Export issue too!?

Please check if Content Library services are running or not.If Content Library services are not running then try to restart the services.
In case services are failed to start then try the KB suggested by a.p.
Typically this issue occurs in certain upgrade paths (Ex: 60 to any previous version of 6.5 and then 6.5U1).

Ok the KB worked. Next question, how do you change the path in which the files are exported to. I do not see any sort of "browse" option to select destination and instead the files go to my user profile download folder.
